General Requirements for All Students
- Apply to the VA to determine eligibility using VA Form 22-1990, “Application for Education Benefits” (can be filled out electronically using www.gibill.va.gov) [Chapter 35 uses VA 22-5490 application form.] Generally, if you have already filled one of these out in the past, and there are no basic changes to your program (changing schools or majors, for example) then you don’t have to submit another one every year.
- IMPORTANT … the VA Regional Office in St Louis, MO is the office which manages VA benefits for our area. If your application for benefits was filed at any other regional office you may experience a lengthy delay. The St Louis office cannot proceed until it has approved your application, or has a copy of a Certificate of Eligibility issued by another VA Regional Office. This is especially important for first time applicants. If you already have a certificate of eligibility from another VA regional office, send a copy of it to the St Louis office (address shown below) at the earliest opportunity.
REMEMBER !! (benefits are based on enrollment status in courses directly required for the degree you are seeking):
Full-time 18 or more clock hours
¾-time 13-17 clock hours
Half-time 9-12 clock hours
Less than ½ but more than ¼-time 5-8 clock hours
Quarter-time 1-4 clock hours

- Chapter 30 & 31 students must submit a DD214 “Certificate of Release from Active Duty” to CC before registration
- Provide CC copies of VA Forms you have submitted (student files are audited by the VA periodically)
- Call the VA every month during the semester to confirm enrollment (877-823-2378)
- Sign and Return the CC “Veteran Student Addendum” Form
- Sign & return Student Handbook Acknowledgement Form
- Remember to keep VA advised of changes of address or direct deposit by calling VA at 877-838-2778 or the St Louis RPO at 888-442-4551
Chapters and their Specific Requirements
Chapter 30, All Volunteer Force Educational Assistance Program (MGIB-AD)
Chapter 31, Vocational Rehabilitation & Employment (VR&E)
· The student contacts their counselor to be approved for Chapter 31 benefits
· For Chapter 31 students, send to the student’s counselor various counselor-requested forms, a class schedule and an itemized list of the student’s tuition, fees and books (after the drop/add date)
· A government check is sent directly to Crown College to pay for the student’s education
Chapter 32, Veteran’s Educational Assistance Program (VEAP)
Chapter 35, Survivors’ and Dependents’ Educational Assistance Program (DEA)
· The student must provide CC a Certificate of Eligibility (for filing) showing they are eligible to receive Chapter 35 benefits
· Student must contact VA directly and complete the necessary application paper work. This is the only chapter that does not use VA Form 22-1990. Their Application Form is VA Form 22-5490, “Application for Survivors’ and Dependents’ Educational Assistance.”
· Students request changes to their program using VA Form 22-5495, “Request for Change of Program or Place of Training Survivors’ and Dependent’ Education Assistance.”
Chapter 1606, Educational Assistance for the Selected Reserve (MGIB-SR … certain members of the Guard and Reserve … requires a NOBE “Notice of Basic Eligibility” letter
Chapter 1607, Reserve Education Assistance Program (REAP) (certain members of the Guard and Reserve called up on or after 9/11/01)
Required Crown College Actions
- Submit enrollment verifications to VA each semester for each student (VA Form 22-1999) immediately following the drop/add period
- Complete VA Form 22-1999b “Notice of Change in Student Status” when any of the following occur …
- The student ceases to be enrolled in CC
- The student reaches his delimiting date
- The student has a change in his schedule clock hours (drops or adds)
- Maintain a VA file for each student (retain at least 3 years after they complete their course of study or become inactive)
- DD 214
- Class schedules
- Most recent transcript
- School copies of VA forms
- Record for all payments received
- Student Handbook Acknowledgement Form
